01.30.14Welles Orr was quoted regarding Senate Majority Leader Harry Reid's recent warning to policy makers to delay the push for President Obama's fast-track trade authority (TPA). Reid's warning reflects concerns about the domestic political agenda in advance of congressional elections, where free trade could be a damaging issue for Democrats. "Reid's put a strait-jacket on TPA for now," Orr said. Others contend that Reid, who controls what appears on the Senate floor, has not yet decided to kill the bill but also is not ready to embrace it altogether, leaving the White House with a tough decision in the midst of a politically contentious atmosphere.
