"SHOP exchange enrollment delay 'not a big deal'"

09.30.13Garrett Fenton is quoted regarding the Small Business Health Options Program (SHOP) exchanges, which will expand the healthcare insurance purchasing power of small businesses with up to 100 employees. The Obama administration issued a statement that enrollment in the federally based SHOP exchanges, originally scheduled to begin on October 1, is postponed until November 1, 2013. Fenton said the delay affects only the federally facilitated SHOP exchanges that the U.S. Department of Health and Human Services will operate in 2014. It does not apply to more than one-third of all SHOP exchanges that will be state-operated. "The delay could cause some disruption for small employers who were planning to enroll in SHOP exchange coverage in October, and distribute employee communications shortly thereafter," Fenton said. "But as a general matter, the delay will have limited or no impact on most employers."
